Som fagdirektør i Norad er han opptatt av vitenskapelig og rasjonell tilnærming til bistand, og han foreslår et ombud for framtidige generasjoner, inspirert av barneombudet. Mofoss utfordrer også dagens vurdering av verdi på framtidige liv i samfunnsøkonomiske analyser og oppfordrer til en dypere refleksjon over nasjonens investeringer, som oljefondet, for å sikre en lysere framtid for kommende generasjoner.
