This memorandum proposes cuts and reprioritisations in the Norwegian aid portfolio to allow room to increase support in other and more important areas, with a background of funding cuts globally. While Norway's aid has traditionally been generous and widely distributed, future aid should be focused more specifically on measures that produce the greatest possible poverty reduction effect and that cost-effectively achieve policy objectives.
By looking at the current distribution of aid funds with a fresh look, and implementing targeted cuts, reprioritisations and overripe reforms, room for action can be freed up for more important initiatives. In this way, scarce aid resources can be used where they are most needed and adapted to a new international reality. Only in this way can Norwegian aid be preserved as a strategic and effective tool for a better and more stable world.
