Ten commandments for long-term and value-added AI
Norway needed a vision for oil — now we need one for data and artificial intelligence. A AI committee consisting of 15 experts will draw up 10 KI and data budgets for Norway. The bids will be announced at the end of September.

Norway needed a vision for oil — now we need one for data and artificial intelligence.
In 1971, the Storting's Industrial Committee chiselled out the 10 oil tenders. They ensured that a new natural resource was managed with prudence, long term and broad social responsibility. The result was that oil wealth didn't just build industry -- it built the nation.
Today we are facing a new type of resource: data. And a new force: artificial intelligence. This time, the pace is higher, the competition global, and the control more indistinct. Data is not something we can pump up and store — it is created and circulated constantly. Without clear principles, we lose both opportunity and control.
Therefore, we invite a committee of experts to carve out the 10 KI and data bases — principles that can give Norway direction, justice and value creation even in the digital age.
The Working Group
The Ten Commandments are to be presented in a report of 15-20 pages. The memo is due to be published in week 39 (22-26 September) and needs to be shared with relevant politicians. Silvia Seres, special adviser in Long Term, leads the expert group. The other participants are:
- Camilla Stoltenberg - CEO of NORCE and former director of the Institute of Public Health.
- Morten Goodwin - Professor of Artificial Intelligence at the University of A gder. He is the co-founder and lead researcher of AI Experts and as deputy chair of the Center for Research on Artificial Intelligence (CAIR).
- Christer Tryggestad - Senior Partner Emeritus at McKinsey and Senior Advisor at Long Term.
- Ellen Stralberg - Senior project manager at the Technology Council, and author of a report on generative AI.
- Eskil Grendahl Sivertsen - Special Advisor at FFI associated with the C-SPI project (Cyber-Social Propaganda & Influence).
- Heather Broomfield - Director of Research at the Directorate of Digitalization's KI R&D Lab.
- Isabelle Ringnes -Leading speaker in technology and gender equality, and entrepreneur.
- Klas Pettersen - CEO of SimulaMet, former CEO of NORA - The Norwegian Artificial Intelligence Research Consortium.
- Laxmi Akkaraju - SVP Global Services & Solutions in Cognite - KI for Industry. Background from the private sector.
- Marianne Marthinsen - Former parliamentary representative and fiscal spokesperson for the Labour Party. Former CEO of Finans Norge.
- Niels Nagelhus Ski - Research Professor and Head of the Research Group for Security and Defence at NUPI (Norwegian Institute for Foreign Policy).
- Torgeir Waterhouse - Former Director Internet & New Media at ICT-Norway, an industry organization for the IT sector in Norway.
- Paul Chaffey - Special Advisor in Halogen. Former State Secretary in the Ministry of Local Government and Modernisation for the Conservative Party.
- Aksel Braanen Sterri - Head of department in Langand head of Langsikt's work in the field of artificial intelligence.
