Global aid cuts must have consequences for Norwegian priorities. There is no contradiction between being generous and prioritizing hard, or putting the consideration of those in greatest need ahead of others. Norway should show the world that it is possible to continue a high level of aid simultaneously which places higher demands on cost-effectiveness and proven results. After major cuts in aid globally, it is time to make proper reprioritisations in Norwegian aid.
This summer we published a 100-day plan for new government on development policy: Better aid for a changed world, with 20 specific recommendations that we hope you and the officials in the Ministry of Foreign Affairs have considered. The recommendations build on four Long Term Notes published in the spring of 2025.
